Adapting Talent Strategies for Emerging Technologies in Cleared Programs

The question isn’t whether new technologies are reshaping how cleared teams deliver—it’s which ones are doing it quietly, below the hype line. I’m watching three in particular: AI-assisted code review tools that actually speed authority to operate, zero-trust architectures that finally make sense at program scale, and low-code platforms purpose-built for IL-5 and above. None of them showed up in a keynote, but they’re changing how my clients staff programs.

The common thread is adoption speed. These aren’t multi-year transformation plays; they’re tools that small, senior teams can spin up in weeks and defend to an AO. That changes the talent profile. I’m placing more hybrid leaders now—people who can map a zero-trust implementation and still run a P&L, or who’ve built delivery teams around platforms instead of armies of developers. The search for those candidates starts earlier, because they’re not usually looking.

If you’re running a cleared program, the real tell is whether your delivery model assumes these capabilities exist or whether you’re still resourcing like it’s 2019. The teams that adjust early tend to win the next contract. The ones that don’t end up calling me when the incumbent loses.
