I spend a lot of time talking to CTOs and delivery leads who are rebuilding how their teams ship software to federal customers. The conversation has shifted — it’s less about which cloud or which DevSecOps pipeline, and more about how AI-assisted tooling, zero-trust enforcement at the API layer, and modular mission systems are changing the talent they need and the roles they’re trying to fill.
What’s interesting is that these shifts don’t announce themselves. No one wakes up and decides to reorganize around a new capability. Instead, a platform team starts using LLM-based code review, or a program office mandates continuous ATO, and suddenly the job spec for a senior engineer or a delivery director looks different. The search changes because the work changed first.
If you’re hiring into one of these environments, it’s worth asking whether your position description still reflects what you actually need. A lot of the passive candidates we’re mapping right now aren’t looking — but they are paying attention to whether a role is still built around last year’s stack or designed for where the mission is headed.
