Identifying Cleared Leaders Amid Quiet Shifts in Defense and Tech

The question in that WashingtonExec headline is the right one, even if the page didn’t load. Most of my conversations with cleared C-suite leaders right now aren’t about the loud stuff—the platforms everyone’s already bought or the compliance frameworks we all know. They’re about the quiet shifts: how delivery teams are actually working, what’s changing the security posture without a press release, and which mission systems are being re-architected under the hood.

When I’m mapping the market for a CISO or a VP of Engineering role, the passive candidates who move are the ones who’ve seen these shifts up close and know how to lead through them. They don’t oversell the tech. They talk about fit, about how a capability changes the team’s velocity or reduces surface area in a meaningful way. That’s the signal I’m listening for, and it’s what my clients need on the other side of the search.

If you’re running a function where the tooling or the architecture is shifting beneath you, that’s not noise—it’s the next retained engagement. The leaders who surface early in those transitions tend to land well.
