Identifying Cleared Talent: Skills Beyond the Résumé

The question in that WashingtonExec headline is the right one, even if the article itself didn’t load for me. The technologies reshaping how cleared teams deliver aren’t the ones dominating conference keynotes—they’re the ones already embedded in how your best engineers work.

When I map passive candidates for a CISO or VP Engineering search, the operators who’ve actually moved the mission forward aren’t chasing shiny objects. They’re the ones who adopted infrastructure-as-code before it was mandated, who built CI/CD pipelines in air-gapped environments, who figured out how to instrument observability without compromising compartmentation. That track record shows up in how they talk about tradeoffs, not tools.

If you’re hiring or building a team right now, the signal isn’t what’s on a résumé under “Technical Skills.” It’s whether someone can articulate what they chose not to adopt, and why. That’s the difference between a technologist and someone who just attends a lot of demos.
