Rocio Bauer’s profile is a good reminder that the best cleared technology leaders don’t just manage programs—they understand the mission from the inside. When you’ve worn the uniform or spent years embedded with the warfighter, you bring a different lens to how you architect systems, prioritize requirements, and build teams. That context doesn’t show up on a résumé, but it surfaces fast in a search debrief.
I see this gap often when mapping the market for senior roles at Army-facing primes and agencies. A candidate can have the right clearance and a solid track record running large technology portfolios, but if they don’t instinctively translate between the operational and the technical, the fit isn’t there. The clients we work with—especially those supporting PEOs or direct-to-service missions—need leaders who’ve done more than deliver on contract. They need someone who’s served, in one form or another.
It’s why retained search still matters in this market. You can’t source that kind of depth from a LinkedIn boolean string.
